This report looks in detail at Palau's current power sector and provides a pathway for achieving a fully decarbonised, least-cost power system, with intermediate milestones. The government of Palau has proposed a target of achieving 100% of its electricity generation from renewable energy sources by 2050.
CURRENT POWER SYSTEM As mentioned previously, the current power system of the Republic of Palau is widely dominated by conventional fossil fuel generation. The calibration model developed has shown that currently, renewable energy generation represents only 4.03% of the total share of Palau’s power sector.
The results of the optimisation show that Palau’s current power system is dominated by diesel generation, with renewable energy only taking a small share (just 4%). With more deployment, however, the share taken by renewables could potentially increase to more than 92%. This corresponds to the lowest average system LCOE.
The roadmap includes several detailed scenarios based on the data and information provided by the Palau Energy Administration (PEA). The data were used to calibrate the model by first looking at the country’s current power system, with this serving as the foundation for the other subsequent scenarios analysed in the study.
After the model had been calibrated based on the current power system of Palau, the diferent scenarios considered in the roadmap were prepared. The study includes the following five scenarios: Optimal system 100% renewables, PV + wind 100% renewables, PV only 100% renewables, with hydrogen 100% renewables, with hydrogen and EVs.
For this study, it was assumed that the total diesel generation capacity of Palau’s current power system is 20 MW (the four largest generators present in Palau). Standardized plug-and-play designs have reduced installation costs from $1,200/kW to $650/kW since 2022. Smart integration features now allow home systems to operate as virtual power plants, increasing homeowner savings by 35% through time-of-use optimization and grid services. Safety innovations including multi-stage protection and thermal management systems have reduced insurance premiums by 25% for solar storage installations. New modular designs enable capacity expansion through simple battery additions at just $600/kWh for incremental storage. These innovations have improved ROI significantly, with residential projects typically achieving payback in 5-8 years depending on local electricity rates and incentive programs. Recent pricing trends show standard home systems (5-10kWh) starting at $8,000 and premium systems (15-20kWh) from $12,000, with financing options available for homeowners.
